In the case that both teams cannot decide upon a host they have to contact an organizer who will then force a host
Teams have the chance to choose their own side(Sentinel/Scourge). Scourge will be the 1st in Ban/Pick phase while Sentinel will be the 2nd in Ban/Pick phase. (In the case that both teams cannot decide, organizer have the right to choose for it.)
The mode will be Captain's Mode (blue must type -CM when the game starts). The system for picks and bans will follow the standard -CM procedure
***Warning***
• If selection has not been made before the time-limit, a time-extension of 45 seconds will be allowed. After that the system will randomly choose the Hero.
• After Hero Drafting has started (the first Hero has been banned) the game must not be paused. Pausing can only be done after Drafting and only when both teams have consented.
• Mistake made during –CM mode cannot be undone (by use of Regame) if both teams have not consented.

3. Creep Blocking and Base Entrance Blocking
• Creep blocking permanently is not allowed but creep slowing/delay or luring is allowed. It is not allowed to block creeps with the help of spells, such as fissure, sprout etc. it is only allowed to use the hero model to intercept with creeps (accidental blocks are okay, as long as the fissure - for example - was directed at an opposing hero).
• It’s not allowed to block the base entrance for defensive purpose with the help of spells, such as fissure.
4. Backdooring
• Backdooring the two outer towers of each lane is allowed. Backdooring inner towers (in base) and barracks are not allowed. Backdooring any in base buildings is forbidden until creeps have reached the ramp of the Sentinel/Scourge base. Once creeps have reached the ramp, your team is free to attack any tower inbase. If all allied creeps die and your hero is still in base, you may remain in base for however long you can. However, if you exit (meaning outside of ramp) you may not re-enter without creeps
5. Bugs Exploitation (Warning, Game Loss or Disqualification)
• No Exploitation of any known old or new bug discovered during game play. No excuses will be entertained. Ignorance is not an excuse. Participants/Teams are expected to know what these bugs are. Participants/teams that experience any abnormal game play are advised to inform the marshal on duty immediately.
6. Cheating (Disqualification)
• Any kind of cheat is strictly prohibited. Warkeys/Dotakeys are allowed.
7.Pause Game
• After each team have chosen their Hero, both team are not permitted to pause the game without the approval of the judge. Failure to comply will result in a warning at the minimum or loss by default for the offending player.
DISCONNECTIONS
1. Regaming at the request of a team or if a player has been disconnected can only be done under the following conditions.
• Disconnect before the first hero has been killed
2. Regaming
• The same set of Heroes must be use. In case of substitution, the other players are not allowed to change Hero.
• The Hero in the Lane for the start of the game must not change.
• Item purchased by each player must not change.
3. Game saving and/or game loading must be approved by the observing judge first. The game must be paused before saving. Game Saving process is as follows:
• After First Blood
• After major encounter such as defense of the Tower
• Every 15 minutes
• Game Saving should be done when both teams are ready to save the game. The observer will use “Chat All” feature of the game to ask for permission from both teams before pausing and then saving game.
- Maphack is strictly forbidden and will result in an instant disqualification.
- Abusing bugs to a team's advantage in any way will result in disqualification.
- Pausing the game unannounced can distract your opponent’s concentration, can give you an unfair advantage, is highly unmannered and therefore strictly forbidden. Players have to inform the opposing team BEFORE pressing the “pause game”-button.
- A match is considered as a win if
a) the Frozen Throne/World Tree of your enemy is destroyed
b) 2 or more players of the opposing team left the match
c) the opposing team forfeits.
- Both teams are urged to take care of regularly saving the matches progress. The match has to be saved after a team has drawn firstblood and from that time on every 10 minutes. It is also in the interest of every team that the match is saved after a team has taken down crucial buildings / has generated supercreeps on a lane / has won an important fight etc. A designated observer saver is allowed should both teams agree.
GENERAL BEHAVIOUR
Participant teams and players must always have good manners and respect other players and the Admin/organization staff. A team may receive a warning, default loss or disqualification if one of his players commits any of the following:
• refuses to follow tournament official rules
• uses insulting language
• makes fun of the opponent players or the admin staff
• shows an unsporting behaviour
• tries to scam observer
A player may receive a warning or ban if he commits any of the following:
• refuses to follow tournament official rules
• uses insulting language
• makes fun of the opponent players or the admin staff
• shows an unsporting behaviour

Outstanding teachers in N. Mindanao recognized | Sun.Star
IN COMMEMORATION of the 100th birth year of the late Justiniano R. Borja, Cagayan de Oro’s first elected city mayor, the Gigi V. Borja Endowment Fund recognized outstanding teachers from Northern Mindanao for their outstanding contribution during an awarding ceremony held at the City Tourism Hall.
Mitchel V. Rodriguez, Teacher III of Odiongan Central School in Gingoog City, was chosen as the 2012 Most Outstanding Public School Teacher (Mopsta).

Rodriguez took home a trophy and P70,000 cash for her most outstanding performance during the actual teaching demonstration, as observed by the Mopsta 2011-2012 committee.
She also received P15,000 cash and a computer set for her school from the Rotary Club West and GlobalChips HP.
Aside from Rodriguez, other teachers were also given recognition.
Virginia C. Rejas, Master Teacher II of Kibawe Central Elementary School, bagged first runner up and pocketed P30,000 cash plus ceiling fan and P10,000 cash for her school.
Second runner up was Aireen O. Suan, Teacher II of Kauswagan Central School, who received P20,000 cash and trophy plus ceiling fan and P5,000 cash for her school.
In third place was Reinante Noel N. Pelagio, Secondary School Teacher III of Bukidnon National High School while in fourth place was Clariza P. Catedral, Secondary School Teacher I of Ozamiz High School in Ozamiz City.
Lopelyn H. Saraus Vladez, Master Teacher I of Bukidnon High School in Malaybalay City, was awarded 5th runner up.
The three runners up were given a trophy and P5,000 cash each.
Eileen San Juan, past president of Rotary Club of West, said the Mopsta program started 30 years ago by the Rotary Club of West Cagayan de Oro, which has become a flagship project of the club under Vocational Service.
San Juan said the search for Mopsta is centered on public elementary and secondary school teachers from all divisions in Northern Mindanao with at least three successive years in teaching.
“The search for Mopsta goes through a selection process and considers the instructional competence and teaching effectiveness of the teacher, especially in the actual class demonstration and interview,” she said.
San Juan believed that the battle and the challenges of being a school teacher is in the public school system.
She also commended the Mopsta committee from the Rotary Club of West who traveled for several days to various areas around the region to meet and interview the nominees as well as witness the actual teaching performance.
San Juan said the passion, sacrifice and real dedication of the Mopsta committee has helped in sustaining the program.
Justice Romulo V. Borja, the only son of the former mayor, said their family believed strongly in education that is why they are supporting Mopsta for 20 years now.
Borja also thanked the two historical events given by the City Government in commemoration of his late father who has made a difference to Cagayan de Oro.
During the culmination night, San Juan formally opens the search for the 2012-2013 Mopsta.
She said through Mopsta, the Rotary Club West Foundation will continue to recognize the achievement, innovativeness and dedication of public school teachers and provide inspiration and encouragement to teachers to do more for the future movers of the communities.
Other benefactors of Mopsta recognized during the program were Rotary Club West Foundation Inc., GlobalChips Inc., Theresa “Bing” Celdran, Past President Almarco “Al” Brito, Past President Armando “Mandy” Tarayao, Southland Event Inc. and Past President IWC Remedios Espiritu.

3 killed in motorcycle accident in Misamis | ABS-CBN News | Latest Philippine Headlines, Breaking News, Video, Analysis, Features
MANILA, Philippines – A road accident involving a passenger bus and a motorcycle in Gingoog City, Misamis Oriental Tuesday night left 3 people killed.
The victims were identified by Gingoog City Police Station Director Superintendent Isaias Bacurnay Jr. as motorcycle driver Abdul Dariday, Dariday’s wife Rosnia and sister-in-law Nora Tandayaw.
Investigations showed that the motorcycle hit the driver’s side of the bus, pinning the 3 victims under the vehicle.
Authorities said the accident occurred at the national highway in Barangay Agay-Ayan, Gingoog City around 8:15 p.m.
The bus driver, Catalino Badana, is in the custody of the Philippine National Police Highway Patrol Group.
He will face a charge of reckless imprudence resulting in multiple homicide.

ABAD: “PAGGUGOL NA MATUWID” ALLOWED P10K BONUS FOR EMPLOYEES
President Benigno S. Aquino III recently issued Administrative Order (AO) No. 3 that granted Productivity Enhancement Incentive (PEI) to government employees. Under the AO, employees in the Executive Branch, including those in government-owned or controlled corporations and financial institutions (GOCCs & GFIs) will be granted a one-time PEI of P10,000 each.
For national government agencies, P7,000 will come from the national government through the Department of Budget and Management (DBM), while P3,000 will come from the savings of respective agencies. In the event that agencies do not have sufficient savings to cover the P3,000 portion, this may be partially granted but at a uniform rate for all qualified employees.
“There are about 1.16 million employees in the departments and agencies in the Executive Branch, and this means we are spending a total of P8.12 billion to provide the national government’s share through the DBM,” he said.
Earlier, national government employees have already received their full 13th month pay that is equivalent to their monthly basic pay, and their P5,000 cash gift.

State employees in the executive branch, government-owned and controlled corporations (GOCCs), and government financial institutions (GIFs) hired on a permanent, temporary, casual or contractual status are entitled to the one-time productivity bonus if they have rendered at least four months of service as of Nov. 30.
