Bohol Best Governed Province in Philippines

The Province of Bohol has just been judged as the best governed province in the Philippines, a rare recognition that should make every Boholano proud of their leaders. And the award should remind the Boholano electorate that they had made the perfect choice in putting Gov. Edgar M. Chatto in the right position at the right time. This is the very first time that Bohol gets this prestigious award, a solid testament of Chatto’s pro-people, consultative brand of leadership. It shows how much one good leader can do in just a span of one year. It may also be worthwhile to note how the previous administration, in a long period of nine years, had failed to meet the standards of good governance. How did Bohol, garnering the highest score of 4.9370 (with 5 as the highest) even among cities evaluated, get this award? The Department of Interior and Local Government (DILG) has introduced a web-based self-assessment tool that measures the performance of every local government unit in the country. Named Local Governance Performance Management System (LGPMS), the tool evaluates the following areas: administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability. Results of the performance survey have been verified and confirmed by independent civil society groups. Covering the period from 2010 to the present, the evaluation yielded the following top performing provinces: Bohol (4.9370); Bulacan (4.8628); Negros Oriental (4.8331); Pangasinan (4.8185); Ilocos Norte (4.8185); Albay (4.8064); Cavite (4.8031); Compostela Valley (4.7812); and Tarlac (4.7773). For the highly urbanized and independent component cities category, the winners are: Valenzuela (4.9150); San Juan (4.8875); Puerto Princesa (4.8640); Angeles (4.7410); Davao (4.7380); Naga (4.6940); Zamboanga (4.6865); Iligan (4.6710); Cebu (4.6633); and Taguig (4.6415). 

And for the component cities category, the best managed LGUs are: Ligao (4.9240); Laoag (4.9193); San Fernando (4.9177); Vigan (4.8617); Gingoog (4.8568); Cabanatuan (4.8363); Dipolog (4.8113); La Carlota (4.7553); Iriga (4.7522); and Batac (4.7430). While Bohol Province shines in the list of top performing LGUs, it is sad that the City of Tagbilaran cannot be found in the list of best governed LGUs. Anyone cannot miss the sense of glaring imbalance here. DILG Secretary Jesse Robredo has this to say: “I laud these local governments for their commitment in elevating and maintaining the highest standards of public service delivery in their respective localities. I hope that their shining examples will inspire others to strive hard in the performance of their duties.” Gov. Chatto deserves a tap on the back for a job well done despite the fact that he just started implementing his programs and projects in barely over a year since he got elected in 2010. If he continues to put the interest of the public over anything else, we can expect that Bohol will also continue to serve as an inspiring model for outstanding governance and great public service in the whole country. Much work remains to be done, nevertheless. The provincial government and the people who share the vision of Chatto, while they should be congratulated for being loyal and faithful to their public mandate, must be able to demonstrate consistency and constancy of purpose and direction. Katamtamang hangin mula sa Hilagang-silangan ang iiral at ang Look ng Maynila ay magiging katamtaman ang pag-alon. ang tinatayang agwat ng temperatura ay mula 21 hanggang 30 antas ng Celsius (70°F hanggang 86°F).

Ang Kabisayaan at ang Mindanao ay makakaranas ng maulap na papawirin na may kalat-kalat hanggang sa malawakang mga pag-ulan at pagkidlat-pagkulog na maaaring magdulot ng mga pagbaha at pagguho ng lupa. Ang Luzon ay magkakaroon ng madalas na maulap na kalangitan na may mahinang pag-ulan.

Response of the GSIS to the privilege speech of Sen. TG Guingona

We, the Government Service Insurance System, laud the efforts of Senator TG Guingona in expressing his concern over the welfare of our public school teachers as demonstrated in his October 5, 2010 privilege speech. As everyone celebrates World Teachers’ Day, Sen. Guingona’s account of the situation of our public school teachers could not come at a more opportune time.

The GSIS is one with the good Senator in his desire to uplift the condition of our public school teachers. Like him, we believe that teachers should be afforded the highest priority, because they do form the majority of the GSIS membership.

But while Sen. Guingona seeks fairness for the teachers, we ask him and the public to look at the GSIS with the same brand of fairness.

We respectfully submit that the good senator consider the following:

1. While we at GSIS admit that the years 2008 and 2009 were difficult years for us, owing to the problems encountered in our system during these years, we have taken steps to address these. As a result, we significantly increased our capacity, processing 1,301,114 loans as of September 2010. This is 161 percent higher than the 497,368 loans we processed in the same period last year.

2. The Global Investments Program considerably diversified our portfolio and managed to generate substantial amount to the coffers of the Fund, as the total assets of the GSIS over the last nine years have grown by 216 percent to P572.4 billion as of end-2009 from P181.1 billion in 2000 despite the economic crisis. 

3. The Premium-Based Policy institutionalizes the fair thought that one should get the benefit based on what one has paid. The CLIP and the APL, for that matter, also require one to settle overdue loans when getting a new loan or receiving a benefit. All pension or provident funds, whether government- or privately-owned, here and abroad, apply the same policy. Notwithstanding the foregoing, as part of our fresh mandate to improve GSIS services to its beneficiaries, we are open to reviewing these policies.

It is also worth noting that on the eve of Teachers’ Day and the day that the good Senator delivered his privilege speech, the GSIS and the Department of Education just signed a Memorandum of Understanding to update the service records of all DepEd teaching and non-teaching personnel. This will pave the way for a concrete resolution of problems pertaining to the service records of the public school teachers.

We reiterate that we share the senator’s concerns about the plight of our teachers and reaffirm our commitment to resolving the outstanding issues affecting the education sector and ultimately, the entire membership of GSIS.

Niadtong unang panahon, adunay usa ka suba nga ginganlan ug Gingoog. Dinhi niining subaa, adunay usa ka sabangan nga gipuy-an sa mga Higaonon nga pinaguluhan ni Apo Linggawan, usa ka malantip ug makatarunganon nga datu. Aduna siyay anak nga ginganlan ug Kamba nga mao na lamang ang kabilin sa iyang asawa tungud kay namatay kini sa pagpanganak sa naulahi.

Magsugod ang sugilanon sa sabangan diin usa ka Kaliga ang gipasiugdahan alang sa pagpasalamat sa mga diwata ug sa Magbabaya. Miabot ang mga kaalyado ni apo Liggawan nga mga datu sa laing mga katilingban sama ni Datu Dugsoon (uban ni Kaligda, ang iyang sinaligan) ug uban pang mga datu. Si Kaligda, hinigugma sa pag-umangkon ni Apo Linggawan nga si Lid-ongon. Gikatakda silang magkahiusa sa sunod nga takdol sa bulan. Didto usab si Apo Lagawlaw, datu sa Luwan nga higala usab ni ApoLinggawan. Iyang gibalita nga taliabot si Pignanawan, usa ka bandido. Nangandam ang mga katawhan sa sabangan apan wala moabot si Pignanawan.

Usa ka gabii nga wala nila damha, niabot si Pignanawan ug gidagit ang mga babaye kauban si Lid-ongon. Sa pagkahisayod niya niini, miapas si Kaligda kang Pignanawan nga nahimong kaalautan niya. Si Kamba, nga misunod diay kang Kaligda, migawas sa iyang gitagoan.  Isip pagtamod sa kaisog ni Kaligda, iyang gibuhian si Lid-ongon. Isip hulip kaniya, iyang gibihag si Kamba dala ang pagbaod ng kung sundan siya ni Apo Linggawan, kamatayon ni Kamba ang iyang itugbang.  Naglibog si Apo Linggawan. Dili niya mahimong i-ula ang kinabuhi ni Kamba nga mao na lamang ang iyang bahandi. Nagkahiusa ang tanan nga si Apo Lagawlaw na lamang ang paglaum aron luwason si Kamba.

Miapas si Apo Lagawlaw ug mga kauban sa Lasang sa Lumot – usa ka gikahadlokan nga lugar nga gitohoan nga gipuy-an sa mga anino sa dulom. Didto nagharong ang duha ka grupo nga nahimong katapusan ni Pignanawan ug mga kauban.

Usa ka makalandang ang gitukod sa sabangan aron magsilbing talamdan sa kadaugan sa matarong batok sa dautan. Nagkasabot ang mga datu ug mga katilingban nga dang-ulan si Apo Lagawlaw nga mahimong pamuno nilang tanan, sa usa ka mas dako nga lugar nga gihatagan sa ngalan sa dakong suba, ang Gingoog.

50th Golden Charter Day Anniversary

Every 23rd of July the city celebrates its Charter Day. This is a very festive day with lots and lots of activities, namely; the Kaliga Street Dancing, Fun Climb, Bb. Gingoog Tourism Pageant, Sports Activities (Shootfest, Airsoft Competition, Skimboarding Competition) and Cultural Shows (Legend of Gingoog).
