My Dear Fellow Alumni and Friends,

      It is with great honor and pleasure that I extend to each of you the warmest of greetings and the very best of wishes on behalf of our dearest beloved Alma Mater, GI/CMCC/GiCC.

      At this point I would like to acknowledge and thank Mr. Mark Francis “Beboy” Arango for initiating and creating our website which is able to bring us all closer together - no matter where we are on the globe.  It is our hope that those who find and/or are linked to this website <gicmccgicc.webs.com>will spread the word around to all our fellow alumni, former students, and friends.

      These are exciting days especially for those of us who live in and around Gingoog City.  Our dearest Alma Mater will be celebrating her 65^th birthday on November 23-27, 2011 with the theme: “Discerning the Vision, Pursuing the Mission Towards a Greater GiCC.”  Some of the highlights include a Thanksgiving Service featuring Honorable Santiago “Toto” Ocot, Jr., Mayor of Magsaysay, Misamis Oriental, and a 1958 graduate; a medical-dental clinic service sponsored by our very own alumni group; field games and demonstrations; children’s quilt distribution for “poorest of the poor” families among our students; the traditional “Binibining GiCC Pageant; a “Students’ Folly,” the traditional grand parade followed by a family picnic on the GiCC grounds; the annual alumni general assembly; and, of course, the most-awaited “Alumni Night”on Saturday, November 26 at the Arturo S. Lugod Gymnasium.  The celebration will culminate with the Founders Day Service at the UCCP Church.

      The Alumni Council under President Jo Ben Bullecer and composed mainly of the officers and batch coordinators, has been meeting earnestly to plan and fine-tune the details of this great celebration.  So, we are inviting all of you to come and join the fun with your fellow alumni.  Especially for those who haven’t “come home to GI” for quite some time, rest assured, you’ll be glad you did.  Bring your friends along.  If you have any questions or concerns, please call the GiCC President’s Office at 8842-7914 or the President’s cell phone at 0916-742-0990.  Thank you.

3 killed in motorcycle accident in Misamis | ABS-CBN News | Latest Philippine Headlines, Breaking News, Video, Analysis, Features

MANILA, Philippines – A road accident involving a passenger bus and a motorcycle in Gingoog City, Misamis Oriental Tuesday night left 3 people killed.

The victims were identified by Gingoog City Police Station Director Superintendent Isaias Bacurnay Jr. as motorcycle driver Abdul Dariday, Dariday’s wife Rosnia and sister-in-law Nora Tandayaw.

Investigations showed that the motorcycle hit the driver’s side of the bus, pinning the 3 victims under the vehicle.

Authorities said the accident occurred at the national highway in Barangay Agay-Ayan, Gingoog City around 8:15 p.m.

The bus driver, Catalino Badana, is in the custody of the Philippine National Police Highway Patrol Group.

He will face a charge of reckless imprudence resulting in multiple homicide.

Bohol Best Governed Province in Philippines

The Province of Bohol has just been judged as the best governed province in the Philippines, a rare recognition that should make every Boholano proud of their leaders. And the award should remind the Boholano electorate that they had made the perfect choice in putting Gov. Edgar M. Chatto in the right position at the right time. This is the very first time that Bohol gets this prestigious award, a solid testament of Chatto’s pro-people, consultative brand of leadership. It shows how much one good leader can do in just a span of one year. It may also be worthwhile to note how the previous administration, in a long period of nine years, had failed to meet the standards of good governance. How did Bohol, garnering the highest score of 4.9370 (with 5 as the highest) even among cities evaluated, get this award? The Department of Interior and Local Government (DILG) has introduced a web-based self-assessment tool that measures the performance of every local government unit in the country. Named Local Governance Performance Management System (LGPMS), the tool evaluates the following areas: administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability. Results of the performance survey have been verified and confirmed by independent civil society groups. Covering the period from 2010 to the present, the evaluation yielded the following top performing provinces: Bohol (4.9370); Bulacan (4.8628); Negros Oriental (4.8331); Pangasinan (4.8185); Ilocos Norte (4.8185); Albay (4.8064); Cavite (4.8031); Compostela Valley (4.7812); and Tarlac (4.7773). For the highly urbanized and independent component cities category, the winners are: Valenzuela (4.9150); San Juan (4.8875); Puerto Princesa (4.8640); Angeles (4.7410); Davao (4.7380); Naga (4.6940); Zamboanga (4.6865); Iligan (4.6710); Cebu (4.6633); and Taguig (4.6415). 

And for the component cities category, the best managed LGUs are: Ligao (4.9240); Laoag (4.9193); San Fernando (4.9177); Vigan (4.8617); Gingoog (4.8568); Cabanatuan (4.8363); Dipolog (4.8113); La Carlota (4.7553); Iriga (4.7522); and Batac (4.7430). While Bohol Province shines in the list of top performing LGUs, it is sad that the City of Tagbilaran cannot be found in the list of best governed LGUs. Anyone cannot miss the sense of glaring imbalance here. DILG Secretary Jesse Robredo has this to say: “I laud these local governments for their commitment in elevating and maintaining the highest standards of public service delivery in their respective localities. I hope that their shining examples will inspire others to strive hard in the performance of their duties.” Gov. Chatto deserves a tap on the back for a job well done despite the fact that he just started implementing his programs and projects in barely over a year since he got elected in 2010. If he continues to put the interest of the public over anything else, we can expect that Bohol will also continue to serve as an inspiring model for outstanding governance and great public service in the whole country. Much work remains to be done, nevertheless. The provincial government and the people who share the vision of Chatto, while they should be congratulated for being loyal and faithful to their public mandate, must be able to demonstrate consistency and constancy of purpose and direction. To stay on top requires unbroken chord of hard work and sincerity, focusing on the things that will make a lasting impact on the lives of our people. Editorial by Bohol Standard website

ABAD: “PAGGUGOL NA MATUWID” ALLOWED P10K BONUS FOR EMPLOYEES

Budget and Management Secretary Florencio B. Abad today said that efforts to establish judicious government spending has allowed the national government to authorize the grant of an additional P10,000 holiday bonus for government employees.

“Dahil sa paggugol na matuwid, may dagdag na bonus ang ating mga kawani na sana’y makadagdag din sa kaligayahan nila ngayong pasko (Because of the judicious management of funds, we were able to give an additional bonus to government employees that we hope will add to their merriness this Christmas season),” he added. 

President Benigno S. Aquino III recently issued Administrative Order (AO) No. 3 that granted Productivity Enhancement Incentive (PEI) to government employees. Under the AO, employees in the Executive Branch, including those in government-owned or controlled corporations and financial institutions (GOCCs & GFIs) will be granted a one-time PEI of P10,000 each.

For national government agencies, P7,000 will come from the national government through the Department of Budget and Management (DBM), while P3,000 will come from the savings of respective agencies. In the event that agencies do not have sufficient savings to cover the P3,000 portion, this may be partially granted but at a uniform rate for all qualified employees.
                 
“There are about 1.16 million employees in the departments and agencies in the Executive Branch, and this means we are spending a total of P8.12 billion to provide the national government’s share through the DBM,” he said.

Eligible for this PEI are employees hired on a permanent, temporary, casual or contractual status, and still active in the service as of November 30 of this year. The full amount will be given for those who have rendered at least four months of service as of that date, while those with less than four months of service will be given 10% to 40%.

For GOCCs and GFIs, the amount will be charged against the savings of these government firms, whether in full or partial depending on their sufficiency of funds. Meanwhile, employees in the Legislative and Judicial Branches, as well as from other offices with fiscal autonomy, may be granted at rates not exceeding P10,000, and chargeable to their respective available savings. The grant of the said PEI for employees in Local Government Units (LGUs) may be determined by the sanggunian depending on an LGU’s financial capability and subject to the Personal Services limitation in the Local Government Code.

Earlier, national government employees have already received their full 13th month pay that is equivalent to their monthly basic pay, and their P5,000 cash gift.

P10K bonus OK'd for government workers

MANILA, Philippines – President Aquino has authorized the granting of a P10,000 Productivity Enhancement Incentive to state employees on top of their Christmas bonus and 13th month pay.

Under Administrative Order No. 3 signed on Nov. 25, Aquino said the government’s austerity measures have greatly contributed to keeping the fiscal deficit within target.

“The economy has stabilized; investors’ confidence, trust and faith in the Philippine government have been restored; plans for the effective implementation of government programs such as on education, health, poverty alleviation, and job generation are pursued under the platform of good governance,” Aquino said in the order.

“These accomplishments were achieved through the unwavering support, commitment, and collaborative efforts of all government employees from all sectors and levels of Philippine bureaucracy,” he added.
   
State employees in the executive branch, government-owned and controlled corporations (GOCCs), and government financial institutions (GIFs) hired on a permanent, temporary, casual or contractual status are entitled to the one-time productivity bonus if they have rendered at least four months of service as of Nov. 30.

Government employees who have rendered less than four months of service as of Nov. 30 will receive the bonus on a pro-rated basis: 40 percent for service rendered for three months but less than four months, 30 percent for service rendered for two months but less than three months, 20 percent for work rendered for a month but less than two months, and 10 percent for work rendered for less than a month.

The employees should also not have received any additional year-end benefit in the current fiscal year other than the P5,000 Christmas bonus.

The productivity bonus for employees of the executive branch will be sourced from the 2010 budget savings of the national government agencies (P7,000 for each employee) and from savings in the allotments of the respective agencies of state workers (P3,000 for each employee).

If the savings of the agencies are not enough to fund the balance of P3,000, it is advised that the bonus be given at a lower but uniform rate.

For employees of GOCCs and GIFs, the productivity bonus will be sourced from the savings of the corporate budgets for 2010.

If the corporate savings are not enough to fund the bonus, a partial but uniform rate can be disbursed.

Employees of the Senate, House of Representatives, the judiciary, the Office of the Ombudsman, and constitutional offices are also entitled to the bonus which may be charged to savings in allotments of their offices.

The granting of the bonus to employees of local government units (LGUs) will have to be determined by the local council.

The productivity bonus will likewise be sourced from the LGUs’ savings in 2010.

The payment of the bonus to state employees shall be made not earlier than Dec. 15.

A senator has proposed a uniform bonus, on top of the mandated 13th month pay, for all government employees in the 2012 national budget.

Senator Francis “Chiz” Escudero made this proposal after learning during Wednesday's plenary deliberations of the 2011 national budget that like in the past, no specific allocation for Christmas bonus has been allocated for public teachers next year.

“There is a line item for the 13th month pay or the regular bonus. But if the President says we give P5,000 or P7,000 additional fee, that's where the problem arises. They have to scrounge for savings,” said Senator Edgardo Angara, who sponsored the budget of the Department of Education, responding to Escudero's query.

“The good Secretary is new in his position...But previous practice and tradition in the department would dictate na kapag hindi po nakapag bigay ang Secretary ng dagdag na bonus maliban dun sa 13th month pay since this is by agency, ang tingin ho sa inyo ng inyong mga opisyal at empleyado, mahinang klase at uri ng Secretary dahil hindi nyo napapagtapatan yung bonus na binbigay ng ibang departamento [if the Secretary failed to give an additional bonus on top of the 13th month pay, the officials and employees would regard him as a weak secretary because he couldn’t give the additional bonus being given by other departments],” said Escudero.

He noted that it has been the practice of each government agency to use its savings as sources of additional bonuses for its employees.

Escudero specifically appealed to the DepEd not to touch the funding allocated for the hiring of additional teachers.

“Well even if they want to not touch it, they can’t do it because otherwise, the Department of Budget and Management will not release the corresponding appropriation if they don't actually hire so they won't have any saving from that,” Angara said.

“What I think that they can do is to cut on the electricity and we have other MOOE,” he added.
But Escudero pointed out that the possible sources of savings of the DepEd would be the salary allocated for a teacher, who retires, who resigns and decides to work abroad, and who gets sick and passed away.

The senator hopes that the agencies will stop fooling Congress by proposing certain project and items, which they don't intend to implement from day one so they be used the funding as savings and therefore, source of Christmas bonuses.

“It's too late to propose it now but hopefully, in the budget for 2012... the government can actually provide an item for additional bonuses on top of the 13th month pay, which they usually give anyway so that agencies don't have to, if I may use the word, fool Congress and tell us that they intend to implement these projects, well in fact, you can't and you have no way and you won’t implement it fully anyway because you have to show something for it by way of bonuses to your employees at the end of the year,” said Escudero.

“Hopefully, in the budget for 2012, we can already uniformly provide for the bonus of government officials and employees para alam din nila mula't mula ang pwede nilang asahan [so that they would know from the start what to expect],” he said.

GOVERNMENT employees will receive the second half of their 13th month pay starting Monday, Department of Budget and Management (DBM) Secretary Butch Abad said. According to a Bombo Radyo report, Abad also said aside from the 13th month pay, government employees will also receive P5,000 cash gift including President Benigno Aquino III.

The first half of the 13th month pay was given last May.

Abad said the DBM will issue a memorandum circular, which will include civilian government regular employees, contractual or casual, elective or appointed employees and part time government employees to receive the cash gift and the 13th month pay.

Also to be included are uniformed personnel of the Philippine National Police, Armed Forces of the Philippines, Department of National Defense, Bureau of Fire Protection at Bureau of Jail Management and Penology.

Malacañang: November 29 special non-working holiday

Idineklara ng Malacañang ang November 29, araw ng Lunes, bilang isang special non-working holiday.

Ito ay kaugnay sa paggunita ng Bonifacio Day sa November 30 na nataon sa araw ng Martes.

Inilipat ang Bonifacio Day sa araw ng Lunes batay sa Repuclic Act 9492 na mas kilala bilang holiday economics ni dating pangulo at ngayon ay kinatawan ng Pampanga Gloria Macapagal Arroyo.

Samantala, nilinaw ni Deputy Presidential Spokesperson Abigail Valte na hindi inilipat sa araw ng Lunes ang holiday sa November 16 kaugnay sa pagdiriwang ng Eid’l Adha o Feast of Sacrifice ng mga Muslim dahil ang mga religious holidays ay hindi maaaring galawin o ilipat.

Time warp on ‘Win na Win’

ABS-CBN is experiencing a massive headache right now and all because it decided to tangle with one of its prized property. I’m talking, of course, of Willie Revillame who managed to turn the noontime show “Wowowee” into a monster hit, giving its GMA competitor “Eat Bulaga” a run for its money. Depending on which surveys and press releases you choose to believe, Willie has been able to outrate “Eat…” or at the very least equal the erstwhile noontime leader.

With Willie gone, the network has had to scramble for a replacement show but so far, “Pilipinas Win na Win” has not been able to match the success of “Wowowee.” At first the Kapamilya bright boys thought Kris Aquino would be able to do the trick but that didn’t work. Eventually, they had to ask the President’s sister to abandon ship and looked around for other shows she could do.

I don’t know what the bright boys were thinking but now, they’ve decided to target a much older audience segment by replacing Kris with veteran singers Rico J. Puno, Marco Sison, Nonoy Zuniga and Rey Valera. That’s what I call a time warp. Maybe, they think they can duplicate the success of “EB’s” Tito, Vic and Joey who are no spring chickens either. But that’s because the three have been on TV for decades and are considered TV icons. Rico J and company have little or no experience as TV hosts.

Rico J and the others still have to prove themselves and from what I’ve seen, only Rico J has the potential of succeeding as a TV host. The other three have so far contributed only their musical talent to the show and they’re going run out of OPM hits very soon. Aside from Rico J, only Pokwang has managed to shine on the show.

The program segments don’t help either. The show spends close to an hour on their “Theme Song ng Buhay ko” where contestants air their lament like they were in a soap opera. To be fair, there are a few light moments but they’re not enough to break the lugubrious atmosphere on the show.

Round one to Willie

Willie has won Round one in his fight with his former home. He was able to launch his show on TV 5 last Oct. 16 when the judge denied ABS-CBN’s motion for a Temporary Restraining Order. Knowing the Kapamilya bosses, they’re not just gonna take this lying down. They have tried to obtain another TRO against “Willing Willie.’ Willie’s response was to appeal to his many followers in the studio and the viewing audience. His ploy: what will happen to his loyal followers who are in need, some of whom take long rides to watch his program? In other words, there will be no more monetary prizes for his needy followers if the TRO is approved.

Why can’t Willie argue his case on the basis of issues? Why doesn’t he explain why he broke his contract? How about TV 5? Why is the station airing Willie’s show when the case has not been resolved in court?

Compared to “Win Na Win.” Willie’s early evening show is a much livelier production. My beef against the show is the presence of gyrating, scantily clad dancers that give “Willing Willie” the look of a girlie bar like the ones on Quezon Avenue. They even have this sexy dancer who moves provocatively and goes writhing on the floor just to give prizes. This in a contest where families compete for prizes. Newly appointed MTRCB Chairman Grace Poe Llamanzares should take time to monitor this early evening show and decide if the dancing is suitable for general audiences.

Stereotypes are true sometimes

There is this stereotype that beauty contestants have nothing to show between their ears. Of course that has been proven false many times by beauties like Gloria Diaz, Gemma Cruz, Miriam Quiambao and many others. Recently, some contestants of Miss Teen Earth Philippines guested on “Pilipinas Win na Win” so naturally they were asked what they would do to protect the environment.

Would you believe no one had a sensible answer? They thought their smiles and sexy figures would carry the day for them. Sorry girls, you have no right to compete in a contest that promotes environmental awareness. Probably, you should audition for Willie’s show where knowledge of the pressing issues of the day is not a qualification.

Karen Davila and the name game

Recently, broadcast journalist Karen Davila interviewed Filipina model Pauline Prieto on ANC’s “Headstart.” Prieto participated in the Elite Model Look competition that was held in China. Eighty models from 50 countries joined the contest. Karen did a fine job with Prieto until she asked Pauline if she was related to actress and DZMM host Francine Prieto.That’s the standard question one asks when a person shares a family name with somebody else. Karen didn’t seem to realize that Francine Prieto is a screen name. Movie fans and other knowledgeable people know that Francine’s real name is Ana Marie Falcon. Maybe, Karen hasn’t had time to bond with her fellow announcer.
